Should North Carolina pass a law to make it illegal to hunt while impaired?

Currently the only situation where it is illegal to hunt in North Carolina while under the influence of an impairing substance is on North Carolina Public Game Lands. This is a very small percentage of the state.

As utterly stupid as it may sound, a person can drink as much as he/she wants and then carry a weapon with the anticipation of discharging that weapon, and not be illegal. Would you want this person near you?
